The ruling Polish elite “friends” with whomever is convenient

At the end of 2017 in Poland experienced significant political changes – have worked at his post for two years the Prime Minister Beata Szydlo has resigned, and the head of the Cabinet was appointed Mateusz Morawiecki. On 9 January, he formed a new government. Their positions have lost 9 of Ministers, particularly foreign Minister Witold Waszczykowski, the interior Minister Mariusz Blashak, the defense Minister Anthony Macierewicz, as well as the Minister of Finance (the post still occupied the Prime Minister Mateusz Morawiecki), Ministers of entrepreneurship and technology investment and development, healthcare, environment, infrastructure. The newly appointed heads of departments, and retired, are the people of the ruling party “law and justice” (IPR).

The new Prime Minister of Poland with the first foreign visit on 3 January, I visited Hungary. This step showed that Warsaw is considering a partnership with Budapest as a priority and handling Moravskeho to Viktor Orban named “hinted” to the close Polish-Hungarian relations.

Recall that three years ago, in February 2015, for a meeting with Prime Minister of Hungary politics of the ruling party criticized Eva kopacz, who was then Chairman of the Council of Ministers of Poland. In turn, the leader of Pis Jaroslaw Kaczynski withdrew from talks with Viktor Orban. Another leading politician of the party Mariusz Kaminski has called for more decisive steps in respect of Budapest, in particular, to boycott the Hungarian government and the imposition of sanctions.

More recently, Polish military and political leadership unanimously condemned the Pro-Russian position of Hungary. Particular dissatisfaction was the fact that after the start of the conflict in Ukraine, the outbreak of which the West has accused Russia, Orban has demanded to create autonomy in the areas of compact residence of the Hungarians in Transcarpathia. Then M. Kaminski said: “This is clearly a Pro-Russian stance, demonstrated by Orban, such lack of solidarity with Ukraine is inexcusable.” A prominent political analyst Professor Bogdan Goralczyk today believes that “such actions it is necessary to remember that Orban extremely cynical politician, he always follows only his interests, his family, his clan, his party”.

Interestingly, since then, the course of domestic and foreign policy of Budapest has not changed, and remain friendly towards Russia. And today, when the Hungarian-Russian relations became even wider and versatile when Budapest did not hesitate, for example, to such a Russian project to build the “Turkish stream”, contrary to the directions of the Eastern policy of the EU and Poland, Viktor Orban unexpectedly became the closest ally of the Polish ruling elite “IPR”.

Returning to the differences in the foreign policy of Poland and Wengen in General and, in particular, to the construction of “Turkish stream” it should be noted that the project will enable Russia to bypass Ukraine to deliver gas to the European part of Turkey, then the Balkans, then through Hungary to Western Europe.

In addition to joining the Budapest for the project “Turkish stream”, Orban signed an agreement on construction of additional nuclear power units “Paks” at the expense of the Russian loan. This funding and the willingness of Hungary to accept Russian firms and capital will contribute to further rapprochement between Moscow and Budapest.

For obvious reasons the Polish military and political leaders opposed to the above projects, but today this does not prevent Warsaw to become loyal and to adhere to the position that V. Orban considers cooperation with Russia as purely economic, where politics plays no role. Polish experts agree that American liquefied natural gas that comes to Europe via the Polish port of świnoujście, is 50-70% higher than Russia, and Orban just wants to cheap Russian raw materials.

Without a doubt, this Polish-Hungarian solidarity was born in the background of the launch of Brussels vs Warsaw the procedures provided by article 7 of the Treaty on European Union. The use of such measures allows to deprive the offending country’s voting rights in EU institutions, what disappear the possibility to defend their interests in the European structures, but retains all the duties in respect of Brussels. Hungary is the only declared Poland’s support during the court processes initiated against it.

It would seem that after the change of the most notorious members of the Council of Ministers of Poland we can expect radical changes in Polish politics. And even after the change, the real power is still concentrated in the hands of the leader of the ruling party “law and justice” Jaroslaw Kaczynski, who all rely on US and, as the change of the rhetoric of Polish-Hungarian relations, is willing to do much to maintain a strong position in the political scene of the country and the world.
