The Minister of culture of the Russian Federation Vladimir Medinsky has answered questions of deputies at the end of his speech within Government hour in the state Duma of the Russian Federation. Parliamentarians, in particular, interested in issues related to the struggle with Resellers of theater tickets, the support of the national cinema, of animation.
MP from the faction “United Russia” Sergei Boyarsky asked a question relating to measures to be taken by the Ministry of culture to combat the Resellers of tickets. According to the Minister, the Ministry has already developed the corresponding bill.
“The bill, which is being coordinated with relevant ministries and provides, in particular, the closure of the sites of dealers. In addition, the ticket can not be sold more expensive, than the price specified in the par,” – said Vladimir Medinsky. Also, he said, will be limited to the list of reasons to cancel the ticket. “Speculators purchase the tickets, and then 15 minutes before the performance and return them back to the cashier and by law they can not refuse”, – said the head of the Federal Agency. He said that the measures agreed upon with the theatre community.
In addition, Vladimir Medinsky said that the Ministry of culture developed a unified electronic system that will track actual sales of movie tickets, theaters, exhibitions and other events. “The system will statistically gather information from all our affiliated organizations and to assess the real sales,” added the Minister, adding that its launch is scheduled for summer 2017.
In the course of answering questions, the Minister denied the information about the privatization of the Studio “Soyuzmultfilm”. He stated, answering the question of MP from the Communist party faction Denis Parfenov.
“About any privatization of the Studio can not be considered. Moreover, for the first time in several decades, “Soyuzmultfilm” is notable for its huge state orders for the shooting of animated films. In addition, we provide a full production complex on Queen street,” – said Vladimir Medinsky. “Ideally, to establish on the basis of this building Technopark for small animation studios who would be under the auspices of “Soyuzmultfilm” actively develop the domestic animation”, he added.
During the discussion the sides also discussed the program of modernization and construction of rural clubs, development of children’s tourism, the problems of acquisition of library and restoration of objects of wooden architecture, support of folk art.
Speaking about the development of choral art, the Minister said that the Agency will make proposals concerning expansion of the list of recipients of presidential grants. “We would like to have included groups that maintain the folk tradition. For example, the Omsk folk choir or Arkhangelsk Northern folk choir” – he said.
Also, answering the question of the continuation of the Program of development of children’s tourism, the Minister of culture announced that it will be resumed next year and will be annually allocated 300 million rubles. Vladimir Medinsky has reminded that the idea of creating a Program of children’s tourism was announced by Russian President Vladimir Putin in 2013.
