The parties of the ruling coalition in Germany agreed on the main provisions of the future immigration law. Details have yet to be clarified, but the main thing is already clear: Germany is turning into a classic immigration country.
Parties participating in the ruling coalition in Germany – Christian democratic and Christian social unions (CDU and CSU) and Social democratic party of Germany (SPD), decided to draw a line under the discussion, which lasted virtually a quarter of a century: on the legalization of labour immigration in Germany.
At the talks in the Federal Chancellery on the night of Monday to Tuesday, October 2, they agreed on the main provisions of the new law, which will transform Germany into a classic immigration country like the US, Canada, New Zealand or Australia.
The theme seems to be the German government is so important that the essence of the agreements on Tuesday afternoon, the journalists explained the three Ministers: of internal Affairs (CSU), Economics (CDU) and the labour and social Affairs (SPD).
A shortage of qualified personnel
The German economy was on the rise in some regions of the country – full employment. But, said the German government in its official press release for the future of immigration law, the economic future of Germany “crucially depends on how we can maintain and expand the base of qualified personnel”.
The Minister of internal Affairs, Horst Seehofer (Horst Seehofer) started the press conference with the statement: “the lack of qualified personnel is the main problem of enterprises in Germany, and this problem will become more acute in the domestic labour market”.
To solve it at the expense of internal reserves, for example, courses re – qualification of German employees, as well as using the possibilities offered by a United EU labor market, according to the Minister, will not succeed. Need labour migration from third countries.
However, Seehofer stressed several times that we are talking about educated people who have professional training. Specialists with higher education even now in the presence of a number of conditions can come to Germany and look for a job here. Under the new law, this opportunity will be all migrants, having recognized in Germany, the certificate of professional qualification.

Even now at work in Germany can relocate migrant workers from third countries with particularly scarce profession, for example, nurses care for the elderly.
According to the new immigration law, such restrictions would no longer, although the chances of getting a work visa and a residence permit in Germany will continue to be higher in those whose abilities of the German economy needs the most. But this does not change the main principles of the future law: if there is a certificate of professional qualification – whether a cook, a mechanic, or a nurse – and if such a certificate is recognised in Germany, you will have the opportunity to move here to work. However, the government reserves the right to impose restrictions on professions, if in some sectors of the German economy will decline and will be laid off. But during this period, he will not have the right to receive social assistance. It needs to contain himself.
Six months on the job search, but at their own expense
That is, a chef from Ukraine will be allowed in Germany only with the amount which would be sufficient for six months, asked the DW?
The Minister hesitated. Opportunities, he said, can be different. Cook, for example, may temporarily work in unskilled positions or to obtain a scholarship from some Foundation. But the question is, recognized Hubertus Heil still to be worked out.
The same applies to the recognition of certificates, getting a particular specialty abroad. In Germany this certification procedure lasts sometimes for months and even years. The explanations of the three Ministers, it was possible to conclude that, henceforth, it will be enough, as they put it, “reasonable belief” that evidence of Ukrainian or Russian chefs locksmith will allow them to work in Germany according to the obtained specialty. But such details are still to be clarified in the course of concrete work on the bill.
Three Ministers, however, promise that I will try to avoid the unnecessary red tape and find practical solutions. “If, for example, the chef is back the Minister to the answer to the correspondent of DW – can confirm its specialty relevant document, to formally recognize his qualifications will be in Germany and after the fact.”
