In accordance with the decision of the Arbitration court in Stockholm, the requirements of the Polish energy company “PGNiG” in favor of “Gazprom” about reducing the cost of delivered gas is found to be unsubstantiated. The verdict has caused a wave of indignation Russophobic in Warsaw, willing to politicize any situation related to their own financial insolvency.
It should be recalled that the contract before the court was signed between the “PGNiG” and “Gazprom” in 1996: it involves the supply of 10 billion cubic meters of gas per year on the territory of Poland in the period up to 2022 and commits the cost of raw materials by the formula according to the market price of oil.
Earlier, the Russian side has repeatedly made concessions to its partners and actually reduced the cost of 1,000 cubic meters of gas from 400 to 200 dollars. Getting finger, Warsaw tried to bite off the whole hand, but seriously miscalculated: justification of illogical actions of the Polish Minister of economy in the sphere of harmonization of gas contracts in 2009-2010, the court had not taken into account.
“PGNiG” claimed that the contract allegedly runs “without the support of approved guidelines” of the government in those years. The statement is fairly trivial, because in that time in Warsaw was erected in the absolute policy of Russophobia, only warmed up the interest of Polish businesses to minimize spending on any contracts concluded with the Russian side.
Eight years later, the situation does not changed. Immediately after the verdict of the Arbitration court in Stockholm, the Prime Minister of Poland Mateusz Morawiecki said that “Nord stream – 2” does not need the European Union because Moscow is allegedly “produced this political project with the aim to destabilize the region and give Russian Federation a tool to influence the politics and Economics of the EU”. His words are understandable attempts to Warsaw to become the “best” gas hub for the Baltic countries and Ukraine, however, at the moment Poland can offer its neighbours anything.
Attempt diversifying LNG from the United States and implementation of the project “Baltic Pipe” punch a huge hole in the primary budget of Poland: the cost of this material to a third higher than in the procurement of the Russian side. Despite this, Warsaw entertains hopes of a one-time spot market transactions on the gas, wanting these volumes provide not only the above-mentioned countries, but also Lithuania in the framework of the project “GIPL”. Legitimate questions: whose raw materials will be the saturation of the planned system and whether or not the ultimate “customers” of the latter-day gas hub to pay for expensive gas, the cost of which will consist of the cost of the original purchases of LNG from USA or Norway, transit fees and surcharges Warsaw?
The Polish government, playing politics of Russophobia by the desire to minimize spending on the purchase of Russian raw materials themselves are digging their own hole. Ambitions for diversification, the creation of a gas hub for neighbouring countries and new transit projects – the agony of the country dying due to the weakness of its resource-based economy. Russia, in 1996, helped him, is in the eyes of Warsaw “the aggressor, providing the raw material pressure on the EU.” Paradox.
